That was it.  A half hour or so before the messages started showing up on
the TEC console, a tape reclamation had begun which was the cause of the
errors.  An audit shows 4600 damaged files and causes the message to show
up again.

It is mean that you are not able to access the file or the tape. Audit the
tape will tell you what is going on, or query the tape which is getting
this errors. We had same errors before that was damaged files.
