You could try forcing the library to do an init element status by opening
the side door, and pulling a couple tapes, placing them back into the
same cells.  When you close the door, it should scan the barcodes.  When
it finishes, put it back online, and then try the audit library again.  If
everything is OK, then...

...I might start to suspect that the bulk I/O may need alligning.  Does
the laser actually hit the barcodes?  Does it fail on all tapes?

As a workaround, on the checkin, use checklabel=yes...
