Jens - Tape consumption is a consequence of *SM policy definitions in
       the selection of retention rules.  Your site has to choose
retention policies according to both needs and the realities of the
resources it is willing to commit to achieving them.  Reducing your
Copygroup values (and reactivating your policyset) will give you
tape relief, but at the expense of your original retention goals.
