short term memory allocation issues are usually caused by running a server short
on physical memory. ensure that your "total cache buffers" is at least 60% of
"original cache buffers", if not. Add memory. Also ensure that your server is on
the later service packs either nw5sp4 or nw4sp8a depending on OS version.
