We use a combination of backups and archives in this manner:

Normally we just run backups - five version retention for user-created files
(less for apps and system files).  This is every night.

Once per week, we archive SELECTED directories and machines that contain
volatile, high-value design files such as engineering drawings, etc.

Normally we retain archives for five weeks.  But during the first full week of
each month, we take "permanent" archives of those directories.

Yes, that causes the system to grow unbounded, but I can delete archive
filespaces if one is no longer needed, and because we select what gets archived
(about 1% of the total server storage) the growth is manageable.

Each object adds about 600 bytes to the ADSM database.

Discuss your user needs.  Why archive stuff every day? Maybe that's valid,
maybe not....

Do they understand the incremental forever algorithm, and retention settings?

If they're archiving many many files, then you use 600 bytes * (many many) of
DB space every day.  I guess you could gzip them all into one big file and
just archive that....
