Can't give you a detailed plan, but here's a working thumbnail sketch . . .

1) Recover the S70 (I use a mksysb tape)
2) Recover your ADSM disk pools (I cheat heavily here)
        - I use a savevg with no data in it do recover VG, LV, and
filesystems
        - I then run a script to format the database and log files
Note: My disk pools are migrated & copied daily
3) Recover the ADSM database

So - you need a valid OS backup, storage pool definitions or backups, and
ADSM database backups. You should also have backups of the volume history
and device config files. I cut them to floppy daily and run them off-site
with the database backup tape. (I doo the mksysb monthly unless major
changes have occurred).

The trick on the savevg -- build an exclude file in /etc (mine is
/etc/exclude.adsmdatavg) with the two characters /* in it. Exclude files
when you run the savevg and you'll get a 50 or 100 KB file that restvg can
use to rebuild the volume group.

I can recover my server (S7A, 4.5 GB database) in just over 5 hours from the
initial boot from tape. The first 90 minutes is just the AIX restore. Don't
forget to allow time for an audit library after the startup, and a few
minutes to change tape status.
