Create it in AIX first.
Maybe:
smitty: make LV
smitty: make FS on existing LV
mount new-filesystem
dsmfmt -db /new-filesystem/filename 500 #megabytes
**THEN**
dsmadmc ... define dbv /new-filesystem/filename
dsmadmc ... extend db
