I assume you will export your OS/2 server and 
import it into NT server, will you?
In this case your clients will not notify any change
and will incrementally backup the small 
amounts of data you are used to see.

If you only install new - empty NT server, 
this will surely cause a full backup
for the firts time.
How could it it work another way?
An empty server has no knowledge of what
had been backuped previously,
thus you clients cannot determine
what has changed from last backup,
as there was n_o backup performed previously 
to this server.
