Are the under 40% Utilized tapes marked Full or Filling?

If they are Full then Reclamation will not use them and will be looking for
more scratch tapes.

Is the status of the "Empty" one really empty or is it scratch? When my
tapes are "Empty" they are deleted from the storage pool but kept in scratch
status in my STK 9710 and Breece Hill Q47 libraries.
