Anyone out there know what a return status of 99 from 'aobpswd' indicates?

I'm TRYING to get this OCA working on AIX, and I can't get aobpswd to work,
when run it just comes straight back - no messages, error or otherwise.

Any help gratefully received since I've been at this darned thing for two
days now and I'm getting completely teed off with it.
