The functionality you mention is being considered & reviewed.  Tivoli has
two products that handle this feature: Software Distribution & Software
Installation Services.  Due to the wide variety of available client (and
server!) platforms, it is not "a simple matter of coding" but it is
feasible.  One of TSM's strengths slows us in implementing this feature
because it needs to work consistently across platforms.  From my
understanding, SD & SIS are going through some revisions to better their
capabilities.  When that process has been completed, I'm relatively certain
that tying TSM into either one will become a higher priority.

As always, if you have a burning need to see this implemented, please
communicate your reqs through any of the following: ADSM-R, SHARE, your
tivoli marketing rep, and other contacts you know.  :-)
