There's an APAR (IC26337) describing a similar problem:

The RC41 translates to:

increase mount points available to the client for the session "

Hello
   We have recently installed the IBM 3494 robotic tape library. We
currently have 3 servers backing up to it. The platform is Win NT 4.0,
SAPr/3 3.1 I, Oracle 7.3.5. One of the server works fine but on the other
one I get the following error:

We have 4 tape drives and two of them are assigned to the server in error.
Can you please tell why it is failing and where can I find more inforamtion
about these return codes. Is there any parameter that I can set to fix
this.
