We have the backtrack running out sybase, and oracle's cron. We then have
procmail configured to forward the mail success/failure message that is
generated to the sybase/oracle DBA's.

You're just out of luck here. SQLBacktrack does not report success/failure
information back to TSM (or ADSM). This, in my opinion, is a hugh a flaw in the
product.
Depending upon your SQLBacktrack implementaiton, you would need to look at the
logs generated by the agent on the client in order to determine success/failure
details. Ugly? Yes. Easy. No.
