You can use this command:
dsmlabel -drive=/dev/rmt0 -library=/dev/rmt0.smc -overwrite
-checkin=scratch
This command label the new tape volume and insert in library with

2° answer:
For backup db you don't need use a scratch volume. You can use a filling
tape just use stg DB.
When you define stg for backup db, ADSM use a scratch tape and continuing
to use it.
Check your tape volume for DB with q vol xxxxx F=D and check the status
(filling /readw /readonly / unavailable)
