Joel,

you decided not to let adsm automatically 
cope with the tape´s life-cycle,
but to use manual procedure
to reclaim tapes instead.
( on part of my tapes I am doing
the same, for various reasons)
Consequently you will have to cope manually with the rest 
of tape´s life cycle as well.

You can
1) set this tape readonly
2) wait as long as you feel you need simulating so the "pending" period
3) delete volume
4) define volume.

No, this behaviour is is not a bug.
