The active copy never expires. All other versions of the file will based on
the value of retain extra. So, if you have a client that has a file that
changes everyday for five days, you will have five copies after the five
days: one active and four inactive. On the 35th day after the first copy
arrives on the server, it expires. On the 36th day, the second version
expires and so on. The active copy never expires.

If a client stops backing up, over time you will be left with all the active
files and no inactive files. This is essentially a final snapshot of the
client if you were to remove it. There is no way to delete the inactive
copies, but they will die eventually. Actually, there is a way, but it's
fairly cryptic: create a new policy domain with verexists=0 in all the
management classes, move the client to the new domain and run expiration. I
suppose you could have a domain called DEADCLIENTS and move them into that
domain as their final resting place.
