We run adsm with a low priority.  Short transactions should definitily be
ahead of adsm.  In our srm definitions adsm and batch flipflop between a
dp of 0(!) and 10, with adsm at 10 2/3's of the time.

Our processor (9672-r14) is not maxed out usually so even at 0 adsm gets
some cycles.
