Mason,

Yes, the actlog is simply saying that you do not have any scratch tapes
in the pool to which you are trying to migrate your data.  You should
insert some more tapes into your library, label them with the LABEL
LIBVOLUME command (with the parameter CHECKIN=SCRATCH) and then retry
your migration process.
