Tons of possibilities off the top of my head...
1) have you tried bouncing adsm ?
2) is any other process running with expiration ? (dbbackup? migration?
reclamation? delete filespace?)
3) any client sessions ?
4) are you up to .40 and have you run the "cleanup archdir fix=yes" ?
