John Stephens recently found another way to get this error (I found it to
and it should have only taken two minutes to solve, but I'm a little slow).

If you restore a database the licensing doesn't appear to be restored.  That
is, you must re-register licenses (I believe this is the desired behavior).
Until you do so, when clients try to backup they will get the "Server out of
storage space" error.  Looking in the actlog shows a server not in license
compliance message.  Register the licenses and voila (french word),
everything is fine.
