What most folks do is put all the tapes in a scratch pool and let ADSM deal
them out as needed.  When you define a storage pool, one of the parameters
you must set is the number of scratch tapes the pool is allowed to consume.

You can also use a mix and match approach: define some volumes to a pool and
have some scratch tapes as well.  That way you won't find yourself in a
situation where all the tapes are full and your clients get the dreaded
"Server out of data storage space" message.
