Error ANR9999D with ADSMConnect for Notes

I have installed the ADSMConnect agent for Lotus Notes today, and set it up as a
service. I keep getting the following message in the server's activity log:

(WinNT) rejected - server does not support the UNICODE mode that the client was
requesting.
Tivoli said try updating the client and see what that does. I am running ADSM
server rel 3.1 v2.30 on NT 4.0. The Notes Server is running Notes 4.64a/NT
server 4.0 and the connect agent is ver 2 rel1.
Has anyone seen this before, and if so what is the resolution?
