Reclamation does not work

Hi all,
it's strange - reclamations looks like not working.
I use daily command: expire inventory
and the output is , e.g.:

ANR0812I Inventory file expiration process 225 completed: examined 27019
objects, deleting 26926 backup objects, 0 archive objects, 0 DB backup
volumes,
and 0 recovery plan files. 0 errors were encountered.
 ... etc.

But, old backup files , that definitely does not meet  neither
number of copies or retention period parameters still are in the database
and CAN be restored !
I used latest fixes as:
  adsm.server.util          3.1.2.20  APPLIED    ADSM Server Utilities
  adsm.server.rte           3.1.2.40  APPLIED    ADSM Server Runtime

and during aplying PTF I got messages:
ANR2854I Server is licensed for device support module 2.
ANR2102I Activity log pruning started: removing entries prior to 11/11/99
00:00:00.
ANR0110E An unnexpected system date has been detected; the server is
disabled.
Use the ACCEPT DATE command to establish the current date as valid.
ANR2103I Activity log pruning completed: 0 records removed.
ANR0984I Process 1 for AUDIT LICENSE started in the BACKGROUND at
11:34:09.
ANR2820I Automatic license audit started as process 1.
ANR2825I License audit process 1 completed successfully - 1 nodes audited.
ANR0987I Process 1 for AUDIT LICENSE running in the BACKGROUND processed 1
items with a completion state of SUCCESS at 11:34:09.

even if I did that and repeated expire inventory, old backups are still
in the database and on the medias. My OS date format is:
Fri Nov 12 12:26:50 MEZ 1999, is this important ?

What's wrong, please ?
