Howard,

By default DHCP backups it's database every hour to a flat file.
There is a registry setting you can set to specify a different
backup frequency (please forgive for forgetting the registry key
location).  This flat file can then be backed up using the ADSM
backup-archive client.

If the DHCP server has locked some DLLs or other such files when
it is open, you could bring the DHCP server down once, backup
the files, and then there will be no need to backup those files
again, unless you apply a service pack or make some such change.
