The "Using the Microsoft Windows Backup-Archive Clients" manual makes reference
to the
following option, so it looks like the Windows Client can.

7.76 Useunicodefilenames

The useunicodefilenames option obtains filenames in Unicode from the Windows NT
file system. This option
is used to provide support for Macintosh files stored on ADSM Windows NT
servers.
