Why not use Enterprise Administration instead.  Create the "Development"
server as a config manager.  Create configuration profiles with the domains,
scheds, admins, etc. that you want, add them to the profile, set up the
other servers as subscribers and broadcast the profiles to the subscribing
servers.  (Yes, I know it requires an additional license, but it really
works cool!)
