why reinvent the wheel? - if you need access to root privileges and you want to
control them on a per command and per user basis: use sudo. sudo is (e.g.)
available on http://www.bull.de/pub/ as a precompiled binary in AIX-software
format (lpp). So download, install and go.

BTW: some of the hints in the document of the IBM APAR database mentioned below
do not work in every environment. Changing the login shell may not work if your
users login via XDMCP and the CDE desktop. Also setting up another user with
UID=0 is ... how can I tell this one... not a general recommendation if you want
to avoid the abuse of root's allmighty power.
