A reclamation storage pool must be defined as with device class that uses
sequential volumes. Sequential volumes for disk based pools are
automatically created by ADSM, up to the maximum specified by the max..
scratch parameter in the storage pool.

So defining a volume wont have any effect, other than wasting space on your
machine.

You need to set the reclamation storage pool parameter for the pool
associated with the 3590 drive to your disk based reclaim pool. Then update
the disk based reclaim pool to use the 3590 pool as the next storage pool
for migration.
