When ADSM server is restarted, I see that it no longer talks to the TEC. As
documented elsewhere,  I had to END and BEGIN EVENTLOGGING after restarting
ADSM (server).

1. I see an apar of IX81008 that relates to this problem..
 When reading ADSM  v.3.1.2.20 readme, I see that IX81008 was applied in
previous service levels. Am I downlevel on ADSM and need to get to .20?  Im
running ADSM v3.1.2.0 at this time.
2. How can I automate the END/BEGIN commands at ADSM server startup ?  or do I
need to at all once the correct ADSM server level is applied.
