Your primary storage pools will have to be on disk in your case.  Create a
disk storage pool to act as a buffer each night, then run a backup stgpool
to your off-site tape stgpool, after the backup stgpool is completed,
migrate or move the data in your disk pool to a primary on-site tapepool.

That's one way to do it.
