Pending is the state tapes stay in for reusedelay days.  You can make this
value less by adjusting the reusedelay parameter on the storage pool these
tapes belong to.

The purpose of reuse delay is to postpone the use of returned tapes for a
length of time suitable to ensure newly created tapes have time to make it
to the off-site.  As you know, these new tapes have the data from the
reclaimed tapes.  It's not a good idea to not have the data in the
off-site.
