When you exlude a file, it is actually removed from ADSM.

Another way to accomplish a similar thing would be to copy the file to
another file, and back that one up.  Perhaps do this periodically.  You can
delete the file on the client.  The copy on the server will stay around for
retain only days.  You might want to set retain only higher for the
management class/copy group maintaining this file.
