A couple of things to check:
Are you seeing any error messages in your log.dsm file? This file is located
in your Agent install directory and all the agent processing results are
written here.
Verify your command as
 dsmnotes restore dbname ( where dbname is the correct path and database
name you want restored)

ex,,  dsmnotes restore d:\notes\data\mydata.nsf -adsmpw=mypassword

double check your dbname, the error you are getting is synonymous with an
incorrect path/file name
