To use all of the drives, you have to use dsmlabel, which is used outside
of ADSM, and should be in the product's /bin directory:

This program writes labels to storage volumes in preparation for using
them with the ADSM server. It supports the following arguments:
-drive=DEVICE[,ELEMENT] Specifies a drive to use, or
or DEVICE,acsdrvid specifies a 4 digit ACS drive id.
-library=DEVICE Specifies a library device to use,
or ACSLS,acsid or specifies ACS id of a library device.
-trace=TRACEFILE Enable tracing to the specified file.
-overwrite Allows overwrite of an exiting label.
-search Search library for volumes to label.
-keep Keep labeled volumes in the library.
-format Format media if media supports it.
-barcode use the barcode reader to select volumes.
-help Display this information.
At most one library can be specified; if none is specified, you will
be prompted to manually load volumes.
At least one drive must be specified. If the drive is in a SCSI
library, the drive's element address must be provided as well.
If the drive is in an ACS library, the 4 digit ACS drive id must be
specified, i.e. 0,0,2,1.
The maximum number of drives you can specify is 8.
When the -search argument is used, the program searches for all usable
volumes within the library and attempts to label them. The -keep
option is forced on in this case, so all volumes remain in the library.
The -barcode option will cause the first six characters of the barcode
to be used as the volume label.
