There has been a bit more information that has come to light re. the
beginning of this thread.  Apparently there is a programming anomaly in the
Quota Advisor product that is slowing the transaction.  I don't know
exactly, but it is not a problem writing the archive bit.

Sean, perhaps you can jump in with the actual error you are seeing and put
this little sucker to bed.
