Our plan of attack for a permanent fix is to simply not use any disk quota
software.  Given a choice between the two, we are chosing nightly backups over
policing home directories.

As far as the discussion between ADSM or the OS or whoever writing an archive
bit, I don't know.  All I know is, it didn't work before, it does now.  I was
told that was the reason.  Anything above and beyond that is out of my league.
