Our workaround for this (using PTF5 on Irix) was to simply
'touch' the file so that it existed. Unfortunately, the ANS9178E
message is not the only symptom of this problem, and 'touch'ing
the file only clears this symptom. As I recall, there was also an
issue when running dsmc processes as a user other than root. This
will cause the following error

  "02/26/99   08:29:21 tcaPath is >/usr/adsm/dsmtca<."

to appear in your dsmerror.log for every non-root dsmc session.

This appears to be fixed in PTF6.
