difference between 3.1.2.13 and 3.1.2.15?

On ftp://index.storsys.ibm.com/adsm/fixtest/v3r1/aixsrv/3.1.2.13/ it
says: 'it was last modified on Thu Jan 14 22:27:31 1999 - 48 days ago',
but the file IX85298.bff is of Wed Feb 24 15:40:00 1999 and it has
exactly the same length (19141632 bytes) as the file IX86736.bff on
ftp://index.storsys.ibm.com/adsm/fixtest/v3r1/aixsrv/3.1.2.15, which was
'last modified on Mon Feb 15 16:15:10 1999 - 16 days ago'.

What is the difference?
