Only bring them back when they are empty, or in the case of database
backups, as a function of VOLHIST delete processing for TYPE=DBB.  We wrote
scripts to generate reports for returns (based on database volumes and
volumes that had acc=offsite and stat=empty).  Copies of these reports are
forwarded to the offsite storage provider.
