Fixes contain PTF's which are GA releases while a fixtest is not a full GA
release.
Fixtests may not be fully tested.
Under normal circumstances I wouldn't run a fixtest on a prod server,
however the expiration
problem found in 3.1.2.1 definitely merits running the fixtest.

I think, the difference is that for installing the PTFs within the
fixtest directory one needs to have an ADSM server installed before
and within the fixes directory there is contained software to
install
an ADSM server but I'm not completely sure.
