Informix ONBAR copy group versions

My copy group for ONBAR backups has these parameters:
   Version Data Exists  : 10
   Version Data Deleted : 1
   Retain Extra Versions: No Limit
   Retain Only Version  : No Limit

I was expecting to retain exactly 10 copies.  While I was out of town, we
ran out of scratch tapes so my backup had the DBA's revert to their non-ADSM
backup method.  Doing a "show versions hostname /dbname" shows that I have
27 backups (1 active & 26 inactive).  What is wrong with my parameters?
