For information:
when I downloaded NT Server 3.1.2.1 code, I saw a little mistake in
unpack.bat:
if exist webshpkg.exe webshpkg.exe -d
which extracts the Enterprise Management Client (WEB Client). The
corresponding code is EMBAPKG.EXE on
ftp://index.storsys.ibm.com/adsm/fixes/v3r1/ntsrv/LATEST.SERVICE/parts/
Before installation, rename the package and all will be OK !!!
