help upd stg gives this description:
MIGContinue=migcontinuevalue
Specifies whether ADSM is allowed to migrate files that have not
exceeded the MIGDelay value in order to meet the low migration
threshold. This parameter is optional. The default is YES. Because of
the MIGDelay parameter, it is now possible for ADSM to complete a
migration process and not exceed the low migration threshold. This can
occur if the MIGDelay parameter value prevents ADSM from migrating
enough files to exceed the threshold. The MIGContinue parameter allows
system administrators to specify whether ADSM is allowed to migrate
additional files in order to exceed the low migration threshold.
Possible values are:
Yes
ADSM is allowed to migrate files that have not exceeded the
MIGDelay value to the next storage pool in order to meet the low
migration threshold.
No
Specifies that ADSM is not allowed to migrate files that have not
exceeded the MIGDelay value to the next storage pool in order to
meet the low migration threshold.
