I had the same problem when I upgraded to ADSM V3.
Check bos.net.tcp.client in your ADSM client, If you have 4.1.5.12 level or
less you have to
upgrade it.
With this level I had sometimes a wait of 5 seconds that I saw with the
ADSM client traceflag service.
