Hi Jim,
IBM's Y2K policy is to continue to respect the common use of 99365 as
a "never expire" date. In 4-digit years, this is 1999365. I am not
certain that the system will accept 9999365 as a valid date; you can
try allocating a data set with EXPDT=9999365 and see what MVS does
with it.

compliant parameter how would I code "forever"
