This error message comes up because there are no available tapes in the
target storage pool. If you do have available scratch tapes, the most
likely cause is the MAXSCRATCH setting for the storage pool. This setting
is used to control how many scratch tapes can be brought into the stgpool.
Increase the number of tapes allowed to be used with this command:
UPD STG DISKPOOL MAXSCRATCH=xxx
