I would do it like this:
Create a Windows NT image on a harddisk. Install a minimal NT and ADSM
on it and turn swapping off (you're client will need enough memory to
run NT without having to swap, so I guess it will need at least 64 Mb.)
Use an application to duplicate this disk image to CD, like Ghost or
something like that.
Create a Windows NT recovery disk and edit the BOOT.INI to point to the
CD-drive.
I have never done this however, but maybe it works...
