testfix for digital unix IC21946G.tar

I have downloaded testfix for digital unix IC21946G.tar from
http://sunsite.unc.edu/pub/packages/adsm/fixtest/v3r1/digital/IC21946G.tar
But get error during tar, is there any problem with the file?  Thank you.
