Implementing tape rotation, as you described, is not too easy. ADSM means:

1) Incremental forever: Never back up a dataset you ever backed up before
(checked with date, file size and others)
2) Hands-off tape management

If you want to implement daily full backup, you might use archive
functions, not backups. If you want to control tape usage as described, ...
you might have different storage pools for day, week etc ... I never
implemented this, but it might work this way.

All of this seem to be in opposite to adsm philosophy.
