You are confusing storagepool backup and migration. They are seperate
operations. You can do the backup stgpool command between storage pools at any
time. As far as I am aware, the pools can be primary or copypools, and the
media does not have to be the same. I recently backed up a disk storage pool to
a primary tape storage pool with no problem.

You an also use migrate, but that removes the data from the first pool during
the migration. If you are using migration, then the migration process will be
kicked off as soon as you set the migration thresholds.
